Hi Yoland,
It actually doesn't matter about the source of the information because the Government is insisting that all suppliers install smart meters for their customers without charge. I don't believe Selectra are attempting to sell anything and in fact give information about other suppliers and the way to ask those suppliers to provide smart meters.
I'm afraid itr's also not quite right that you need internet access. Smart meters use wireless technology and mobile phone-like signals to send in the meter readings but it is not necessary to have a mobile phone yourself in order for this to work.
It is of course quite true that customers can choose not to have a smart meter installed.

It is not necessary to have a smart meter, even by 2020.
Also if you don't have access to the internet [broadband or dial-up] as with some older and vulnerable people then you can't be connected as there needs to be internet access.

Perhaps you have already been made aware, but by 2020, the UK Government plans to have all homes and businesses installed with smart meters through their national rollout that is currently in progress. That said, research shows that a large portion of the population are still not aware of this.
As such, in conjunction with the smart meter authorities nationwide, we are working to ensure that all local councils have all the up to date information available for their citizens, giving the nation a smoother transition and more informed idea of their options.
