Recent [last summer] survey work downstream of Ruyton XI Towns recorded dace, chubb, Brown trout , bullhead, a grayling and even a juvenile salmon! But this on a section of river with its gravels intact , alive with watercrowfoot tendrils and with a good supply of aquatic invertebrates to top up the food chain.
Upstream of Milford and nearly all the way to Whittington, as you know, the river was heavily re-sectioned and the variety of habitat required to support good numbers of fish is not there. Also despite much effort over the last 5 years to improve water quality when storm water flows through Oswestry it will carry with it untreated effluent which harms all wildlife in the river.
Much remains to be done and the range of species is good but with so much river habitat removed recovery is very slow. I am sorry that your angling guests were disappointed and I hope they did not blame otters or cormorants for their paltry catches as in this case it is man's heavy handed approach to river 'management' that carries the blame.
